UN urges Colombia's state oil firm to pay conflict reparations
United Nations experts have called on Ecopetrol, Colombia’s state-controlled oil company, to provide reparations for victims of the country's armed conflict. The demand follows a landmark corporate accountability ruling by Colombia’s Special Jurisdiction for Peace (JEP), a body created as part of the nation's peace process.
The group of independent experts, appointed by the UN Human Rights Council, argued that victims must be active participants in designing reparations, not merely “observers”. They cited the United Nations Guiding Principles on Business and Human Rights, which hold companies responsible for redressing harms they have caused or to which they have contributed.
Because the Colombian state is the majority shareholder in Ecopetrol, the experts noted that the government's duty to protect human rights converges with the company's corporate responsibility. The panel urged Colombian authorities to ensure the firm's full participation in truth and justice efforts, while also reiterating calls to properly fund the country's entire peace system.
