Rwanda's president defends cultural dress norms

Rwanda's president, Paul Kagame, has defended the country's cultural expectations on dress, arguing that societies have their own standards of acceptable behaviour. Speaking to more than 10,000 young people at an event in Kigali, he stated that norms should not be abandoned simply because other countries embrace different ways of life.

The president's remarks follow an intensifying national debate over clothing restrictions. The controversy grew after a video circulated showing police officers forcefully handcuffing a young woman wearing a miniskirt at a bus park in the city of Rubavu. The Rwanda National Police subsequently cleared the woman of wrongdoing and detained the officers involved pending a disciplinary review.

Kagame argued that dress expectations should apply to men as well as women and called for open discussion on changing social values. He likened the introduction of unfamiliar norms to a "foreign body" that a healthy society naturally works to expel.
